The Oaf appeared in "A Scooter for Yaksmas". He was Stimpy's temporary companion after he accidentally stole a scooter on Yakmas. Stimpy told him he was a special CIA agent, until he saw a wanted poster of Stimpy, and decided to tell on Stimpy to the authority instead of helping him out in his true situation.
